- The Sector Review will be a report that will present to Government the economic benefits of investing in the horticultural sector, both for the national economy and at the farmer level
- The consultant shall use available reports already completed including the USAID Fresh Vegetable Value Chain in Timor-Leste report and current reports and information complete by the USAID's Avansa Agrikultra Project, to assess obstacles to the growth of the market value chain
- In addition to information provided in these reports, the Consultant will also assess the potential of where production can be expanded for horticultural products in Timor, taking into consideration what products can be grown at different elevations and climates
- Using available data on market demand and gross margins per product, the Consultant will assess which products farmers should be growing to increase incomes
- The Consultant will also review other reports completed by the Project and other donors to identify policy constraints in areas of input supplies
- The Consultant will analyze the Government's current buy-back program to determine its impact on various levels of the value chain including farmers and input suppliers
